It’s an act of submission.
My basset hound does this also. I’m not really sure why but I think its showing them that you are the dominant one and once they see that they kinda say… okay okay. It might just be something dogs do.
Same reason he doesn’t talk to you – he’s not human. Dog’s aren’t like us, as in they don’t read emotions through facial expressions.
Maybe if he is a new puppy he is just getting distracted. If he is older try calling his name.
Not making eye contact is something submissive dogs do. To a dog, eye contact by you is a sign of dominance. That’s why you always avoid looking a dog in the eye if it’s being aggressive – the dog sees it as you challenging him -, or a very submissive dog.
My Dog will stare at me until given a command (but I do not look at him until ready) and people are amazed at how well behaved he is. The truth is he wants more than anything in the world to please me and looks for direction because I am the leader.

I myself have a beagle. Beagles come from a long line of hunting dogs. It isn’t normal that a beagle will stay in one spot for too long. Give it space. My dog always is in a play moment, so if i try to stop her, she just licks me. So don’t expect eye contact, becuase every dog, even beagles fidget and are always active.
all animals are unable to make long eye contact with humans due i think to there lower intelligence and place in the pecking order also they on the whole think of us as there leader and long stares in the dog world is a challenge for the leadership hope this helps frank

Making eye contact in the canine world is how the dogs determine their order in the pack. By looking into a dog’s eyes, you are showing yourself as the leader of the pack. By the dog looking away, he is acknowledging the pack order and being subordinate to you.
Because making eye contact in the dog world is perceived as a threat. His diverting his eyes from yours and looking around are his way of saying he’s no threat to you.

Making eye contact would be a sign of aggression and would be a bad thing. Be glad he knows his manners. Also, don’t stare at him, to him that means you are angry.
