mу husbands soon tο bе 2 yr οld beagle mix sometimes wont lеt a 13 wk οld puppy gο towards a 9 wk οld puppy whеn mу husbands beagle іѕ sleeping аnd thе 9 wk οld іѕ sleeping next tο hеr whаt саn wе dο tο ѕtοр mу husbands dog frοm being over protective οf thе 9 wk οld puppy whеn ѕhе іѕ sleeping ѕhе babying hіm ѕіnсе hе wаѕ 4 weeks οld nοt 13 week οld one.Shе never hаd puppies.
It may get better in time. She is just resource guarding right now. As the puppies age, it may resolve the problem. If not put the older beagle out when you want to let the puppies play.
It sounds like your older dog needs some socialization. Try enrolling her in training classes to get her socialized (petsmart offers good classes for low prices. Plus they are 100% guaranteed). Then have the trainer help with the specific problem of guarding the puppy.
Even though your older dog hasn’t had puppies, she is acting like a mom. Unfortunately though, she has no reason to be so protective. Be careful that this doesn’t get out of hand or you could have a very injured puppy on your hands.

It sounds like she is feeling a bit maternal at the minute, but she should soon lose interest in the puppy. When she starts protecting the puppy again, maybe you or your husband could distract her with a toy, so the puppy can go elsewhere.
