Man, first you want your dog to never bark again and now you expect him to pee on a pad! Well, Get a kennel for him and place the pad in the kennel. Periodically let the dog out to go to the bathroom outside. He will get the hint to hold it till you let him out, use the pad you provided him, or go outside like a good dog.
P.S. Do you need a better home for this beagle? I can offer a great place for him, one where he can bark his little head off, nature pee, and run around on 6.8 acres.
The way l trained my dog was put him on the pad often and say go potty then when he did get over excited and praise him and also say-ed good potty, he now uses it with no problem l can even take him to friends houses and he used the pads…
You need to keep a close eye on him, put him on the pad when he wakes from naps, after he eats or drinks and periodically in between. It would be better if you trained him to go outside but I understand the need to have a place for him when you aren’t home. Under NO circumstances should you ever place a pad in his crate. Dogs will not soil their bed and this is not good training.
Only do this if someone is with him all day.
everytime he starts to piddle, clear your throat loudly as this will stop him, then place him on the pad.
When he tries to get offclear throat put him back on pad. keep repeating.
When he does go on the pad praise him by saying in a freindly voice good potty. Keep doing this.
Depending on the dog as to how long it will take.
you might want to try a large pad. a wee wee pad may be too small.
